Possibly my speed sensor? any help would be great!

Okay, so my problem is this:
When im driving my speedometer goes up and down, but thats only half the problem, When i get into higher RPM's my car jumps like a govenor/rev limiter is kicking in.
I dont know what this is. Im thinking its my speed sensor, but does that cause the car to jump?
I have a 1997 Eclispe Spyder GS-T
Any help would be appreciated. Thanks
