another problem! wires cut and missing!

Ok well i searched and couldn't find much. I dont have any pictures of this so you will just have to bare with me. THe boy who had this car before me hardwired the fans so that they would be on all the time. well i put a new radiator in it and used a slim fan. I was going to hook the fan up off the radiator fan not the ac fan, so that it would run the right way when the computer tells it to come on. Well the boy pretty much just cut wires when he felt like it, he cut the connector and everything off. So i was looking at it today to hook it up the right way i know which wires are which, but im still unsure why they weren't turning on. What is the best way to see why they weren't turning on. IM only running one 14 inch fan instead of two. Now for my other question . in front of the power steering pump you have a AC line right next to the ac line you have a motor of some sort that i dont know what it is? It is almost in the fender well. There is actually two things there i dont know what they are. the wire is cut to the one, I take it that it has something to to with the AC? Is the other thing i see part of the ABS? The one motor or whatever it is that has the cut wire i have no idea where the other end of the wire is? this boy really made a mess of the wiring thats for sure! any help would be appreciated!
 
no one know what they are? i want to clear this up i think its a little confusing....OK so if you take off the drivers rim, your looking in the wheel well. You see to your left where the fender and bumper meet, imagine the fender not being there and you are looking at these two parts that sort of look like electric motors. The ony has a wire going into that is cut, i think that is the one that is part of the AC. the other is right next to it, i think thats the anti lock brakes. NOW both of these have alot of wires surronding them. I wish one of my manuals had a section where it just held up each part told you what it was AND where it was.
