garret t28 wastegate flapper. When i shake the turbo, i can hear flapper flapping. It appears to be lose. When i inspect it with finger, it appears that it is not held tight. will it leak boost?
it is still covering hole, but it goes side to side at about 1mm. I bought it used. Owner told me not to worry about it bacause it is normal. What do you think?
Also, i have evo 3 o2 housing and i was wondering if garret t28 is direct bolt on and where can i buy gaskets for t28? will b16g gaskets be the same?
 
Is the O2 housing still bolted up? If so, take it off, and see how the flapper is sealing when you shift the flapper lever around. If it only leaves a small gap, I doubt it'll leak enough backpressure to make a noticeable difference.

Also, if the WGA is not connected, the flapper is free to flop around. Maybe that's what you hear when you shake it. If you take the O2 housing off, you should be able to see what all is going on.

I'm not positive, but I think that the gasket for the T25, T28, and b16g are all the same. And if that's true, the stock turbine/O2 gasket will be the same as well. Since I'm not positive about the T28, you might want a 2nd opinion.

EDIT: Keep in mind that at full boost, the WG is open anyway, so any leaks you have at the flapper will only affect (slow) spoolup. I guess if it's a terrible leak, it wouldn't spool up and not boost enough, but that'd have to be a pretty big leak.
 
o2 housing is in the car right now it is connected to t25. it appears that evo3 o2 housing is bigger than stock because it is overlaping. I can see WGA is connected and it fully opens the flapper. it is just moves side to side at 1mm thats all. I still need to know if gasket is same for 16g.

You said T28 in the first post. Now you say T25. I'm confused.
 
If you are worried about it, you could shim the wastegate actuator mounts with thin washers. It might preload a little but shouldn't cause any problems with such a small amount.
