New car, pulled on truck and noticed a broken part??

Hi, i just bought a 90' talon with a 4g63 jdm swap, car is clean with no rust and mint paint (rare for Canada).

Anyways, when i pulled it off the deck of our truck i noticed a small part on the ground, nothing appears to be leaking, it looks like it was capping something, im not sure what exactly.

Any help as to what exactly this piece broke off from is appreciated, i attached some pics.

It comes off the side of the catalytic converter, or at least it looks like it to me. Some off them have a nipple for an air/smog pump.

I could be wrong, but that is what it looks like.
 
Thanks, i did appear to have a 'sooty' coating on the inside, similar to the inside of exhaust parts, which would make since if your suggesting it came off the cat, and it didn't appear to have oil or coolant or gas inside it since it was dry.

We wont have our lift for another month, but once we do i can always get the car up in the air and close it up, its parked until spring when the salt/snow is gone anyways.

Just as long as it isn't a big problem in case i have to move the car before i get it looked after
