98 Eclipse GST with over heating and surging problems

I did a lot of searching on the forum but still haven't figured out my problems. So here is my problems. I have a 98 Eclipse GST auto with 80,000 miles. It is pretty much stock with the exceptions of a FMIC and a new BOV. I bought it about 4 weeks ago. I purchased it about 4 hours from where I live. It did fine until I got it about an hour from home and then it started to over heat. From everything I had read about these cars before I bought it you don't want to run them hot. So I had it towed to my mechanics shop since I don't know much about turbo cars. He pressure checked the system and determined that it was leaking coolant at the upper hose. So I decided to have him go ahead and do some preventative maintenance. I had the timing belt replaced, new water pump, thermostat, valve cover gasket (leaking oil around spark plugs) flushed coolant and added Red Line Water Wetter, and had the oil change with Royal Purple.
So here is the issue. I finally picked it up from him on Saturday and went to the local gas station and noticed smoke rising from the engine compartment. I went back to his shop and popped the hood to find out that the upper radiator hose blew off. Apparently he loosened the hose clamp when he went to replace the thermostat and forgot to retighten it. So he went ahead and reconnected the hose and refilled the coolant. So I started off again and get bout 2 blocks before the car starts to over heat again. So I pull over and the temp starts to drop back down to normal operating temperature. As soon as I start driving again the car starts over heating.

The other issue I have is that the car started surging when accelerating after leaving the shop the second time and the boost gauge was maxing out. I’m going to do a boost leak test right after Christmas.

What do you guys think the problems are? I am totally lost. My mechanic is great but hasn’t had a lot of experience with vehicles with turbos. Please let me know what you guys think it is. Thanks for all of your help.

i would check the oil see if it is milky from water in it then check the coolant and see if it has oil in it. did you take notice to see if it was smoking white out the back from the exhaust if so its the head gasket. also run the car and make sure your fans are turning on after the cars warmed up
