The turn signal stalk is bad. Inside the box at the bottom of the stalk there is a small plastic tab that moves the switch from left, center, right. The tab broke off.

You can either:
Buy a new stalk
Disassemble the box and use plastic epoxy to glue the tab back on
Take a small drill bit ,and drill out where the tab used to connect. Take a small nail (brad) and cut it to about 3/4 inches, heat it, and put it into the whole. The heat will melt the nail in place, and is more than enough to move a slide switch.

Use some lithium or dielectric grease when putting back together to lubricate the moving parts.

If you decide to fix it, it takes maybe 5 minuted to remove it, and 10 to fix it. You can get a new one online, or from someone parting out their car. Its 3 screws to take off the steering wheel housing, 2 to remove the stalk, disconnect 2 harnesses from the box, pop the back panel off, and theres your broken tab.

This happened to me on a road trip some time back. For a quick fix, not recommended, unplug the turn signal fuse and it will stop flashing until you can get it fixed.
