Harmonic Balencer Noise

So about two months ago I replaced my harmonic balancer because of a strange ticking noise coming from the area and it had a slight wobble. The wobble wasnt back and forth like crank walk rather just a small wobble like the pulley was warped. While the timing belt cover was off I also made sure to tighten all the pulleys dealing with the timing belt. Everything seemed to be in order but the belts were squeaking so I figured I needed to replace them, but havent done that yet. Today I noticed the tick sort of sound again but now im not sure if its a bad V-belt or maybe it could have something to do with the balancer again? I did take a look at the HB and it has slight movement to it, is that normal? And when I say movement its like a wobble that goes away when you apply the gas. Maybe im over analyzing nothing, but I dont want to damage my car. Anyone have any ideas? :(
 
It's common for these to fail because of breakdown in the dampening material that connects the center metal to the outer metal pulley. This I suspect is what was happening on your first failure. How it would fail so quickly I don't know, but it's possible. I'd pull it off your car and inspect it, unless you notice the bolts are loose (in which case you should just tighten things down). A good crank pulley shouldn't be moving.
