I tried to keep searching this on the forums but getting nothing. I was looking at the Evo III o2 Housing for a replacement of the stock one in use with my 16g when I finally get it bolted up to my motor. Is this the best option? Does it go on easily?

Also, I was wondering about o2 dumps... does this generally make your car no-no in terms of emissions in most states? I'm personally not worried about it 'cause I don't have emissions here in NC. Does it have any true benefits besides less back-pressure than a standard re-route?

I wouldnt recommend a 02 dump on a everyday driven street car.
I run the evo3 o2 housing and it flows all youll need with a 16g or 20g sized turbo at most.
Its also a lot beefier than the 2g o2 housing, the only problem with the evo3 o2 is that it angles certain 3in downpipes at certain angles to were it will put the flex section of the downpipe to where it rubs, or sit smack up against your transfercase, and for me it caused awful vibrations. It was so tightly pressed against the tc that I could barely pry it off with a crowbar to stuff damping in there. ( which didnt work by the way.)
Ended up having to drop my downpipe and take a sludge hammer and carefully smash in the flex section a bit on the side that was touching to give more clearance ( carefully without damaging ) and then wrapped it with header wrap from the flex up to the flange. Problem solved... No more harsh vibrations or touching, but its still within a 1/8 of an inch from touching. Thats my experiences with the evo 02 housing...
 
I had a dumped SSauto O2, but switched it out for an Evo housing. God that dumped housing was stupid.

I'm running an 18g.
 
I said a ported 2G O2, an EVO3 will require modification of the downpipe like already mentioned with minimal gain compared to the 2G unit.

Modifications with most or all downpipes? Right now I have a megan racing downpipe and back. I like it and plan to keep it. What kind of mod does it require? Beating it in? Tapping holes?
 
I have an 02 dump on my b16g and I like it. I would say go with an 02 dump so you dont have to worry about getting boost creep. Bolts up perfectly too.

The EVO3 O2 housing exits at a different angle, most have to take their DP to a shop and have them cut and re-weld.

You can dump all you want and you will most likely still creep because what causes creep is not the flow capacity of the O2 housing, it's the ill designed turbine housing/actuator.
