Where is the correct oil level on my dipstick?

Where is the correct oil level on my dipstick? Right now it's exactly 1/2 way between both notches. I used to fill it to the upper notch but my turbo guy said it should only be between the two notches.

I just had my crank seal replaced...AGAIN and had new lower timing belt cover installed with new timing belt. My mechanic said where my BS tension bolt used to be, there is now a freeze plug installed. I had a a block off bearing installed as well 3 months ago. I still think I have an oil leak!! Where is it coming from? There was oil all over the place in my old TB Cover. Now I am thinking it could be brake fluid? The resevoir was down to the low mark. Coinsidence maybe.

Your "turbo guy" is an idiot. Top notch is "full", bottom notch is "1 quart low", and a dry dipstick means you need a new motor. Same as every other car, motorcycle, lawnmower and powered skateboard ever equipped with a dipstick.

Replace your oil filler cap, for starters.
 
I had oil in my timing belt cover all inside of it. The oil fill cap looks fine, why do I need to replace it? Thanks for the correct answer on the dipstick, that's what I thought.

He was trying to suggest maintenance that would help prevent oil from getting everywhere again.
Others to consider would be the crank seal (which you have serviced) and the camshaft seals. I've seen those leak out all over a timing belt more than once.
 
I had a small crack on my valve cover on the timing belt side,and I couldn't find it until I took off the cover and saw it...right by the exhaust cam. It covered my timing belt and inside the covers,basically blew out right over the gasket
 
I drove my car today hard for about 30 minutes and when I got home, I removed the timing belt (top) cover and noticed NO OIL...for once. Anyway, my car did start leaking again though. It leaked in 3 different spots and I can't pinpoint it. I touched the stuff and it didn't have any smell at all. I'm thinking maybe brake fluid or ps fluid? But I can't see where it's coming from. My oil pressure was totally normal. My driver-side cross member was covered in the leak as well as a spot leaking on the pass-side toward the front center near the pass-side of the oil pan. I don't know...
