exhaust questions ?

I have a couple questions about exhausts. I had just bought and three inch down pipe for my 93 tsi and i am about to buy the rest of my exhaust but i dont know what to buy. Is it good to buy a three inch cat back exhaust too b/c i have a stock converter which of course is not three inches or should i buy a smaller diameter cat back exhaust? I also have the cat hollowed out b/c i do not have emission testing in my county so should i keep my cat or buy a test pipe ? Very confused please help i want an exhaust on my car like yesterday.

Buy a test pipe or 3" cat with the 3" cat back. You could still get in trouble for not having a cat. but it is unlikely. The fine is pretty hefty for not having one.
