Oil?

Above the engine where the plugs plug in is some oil. The bolts are sealed, so it shouldn't be leaking, what could possibly be causing this?

If the valve cover gasket spark plug seals are shot it could leak from there. Buy a new valve cover gasket with half moon seals and the spark plug seals and see if it fixes the leaking. Also check your oil cap gasket. If they is bad it could be leaking oil into the spark plug well area. The valve cover gaskets are only like $20 shipped I think. I have bought two of them from ebay and have worked out great.

OIl cap is the first place to start. The rubber on the under side gets hard. You can pick them up at Mitsu for a reasonable price; believe it or not.

Oh, and make sure your dip stick isn't popping out.

If oil is on the valve cover, it's your oil cap like 90gst says.

If it's in the wells of the spark plugs, then it's the seals that go around the holes of the valve cover.
