white plugs, no boost, wtf?

Ok, so we just got done rebuilding my friend's car. Stock rebuild, added a 16g, a chipped ECU 680cc injectors, 2g maf, and a wally 255. The car drives fine, however it refuses to boost... at least according to the gauge. The actuator on the turbo is set to 5-7 psi ( it came off a conquest) and sometimes, the gauge shows 2-4 psi, but most of the time, it stays at 0 at WOT. We've tried two different gauges ( a sunpro and an autometer ) and both show the same thing, we even hooked both of them up at the same time to verify. The thing is, you can hear the BOV going off on decel. Also the plugs are bone white on the top, which tells me too hot, and running lean. The plugs are BPR7ES gapped to .28. We've tried hooking up the stock BCS, but still no boost and the car pulls just the same. Any thoughts?
