car: 92 AWD AUTO(basically stock)

It basically goes from 1500 to 2000 to 1500 to 2000 when you step on the gas. But what I've found is that once the car seems to reach normal operating temp, it will run normal (rev past 2K). I've done a boost leak! its fine. I've tried a different MAS, different plugs, different wires, different fuel pressure regulator. Any ideas?
 
Yes CAPS are fine, just took it out and looked at it. Once it warms up it runs fine! So, what could it be besides ECU?(I'm not ruling that out as a possible cause, but would like to know what else it could be) I had some codes thrown when when i got the car and found that some temp wires were plugged in wrong, so I hooked then up correctly and cleared the codes (with my logger). Could this still be the result of a faulty temp sensor? what else would cause something like this?
