Replaced coil pack, now getting idle surge

As the title states, I had to replace a coil pack (cylinders 4 & 1), and now that I have it back together, I am getting idle surge. Starts off at ~2000RPM, then drops to 1500RPM, then fluxuates between them. I'm not sure what could of occurred between A and B of replacing the coil pack, but some assistance would be really helpful.

EDIT: A bit to add, it doesn't surge instantly. It will start off at a low idle for a few seconds, THEN it will jump up to 2000RPM and start surging between 2k and 1.5k

So why did you have to replace the coil pack in the first place?
Really sounds like a vacume leak to me.
Maybe you knocked off a vacume line somewhere on accident.
Did you check your connections?Check them again.
Try to change the other one also.Coilpacks are electronics they do ware(most people dont think they do)So your new one could be putting out more power than your other old one.
 
Well, I am not 100% sure as to why I had to replace the first one anyways. I put in new sparkplugs (NGKs) and spark plug wires (Xacts). After I did the replacement, the car started fine, and then a few seconds later just started shaking (that would be when the coilpack stopped working). I pulled out the spark plug wires, only to find that they were complete and total crap (the metal filament pulled out of 3 of the 4 wires).

I've checked vacuum hoses and all everywhere, though I will triple check again. As for the coil packs, it doesn't seem as if this would be a problem with one putting out more power. In fact, they both seem to be putting out a higher powered spark, when I pulled the plugs to make sure the coils were all working.
 
You have a few vaccuum lines very close to the coil pack. First you have the fuel pressure regulator then on the intake theres a small barb to left of the coil pack on the side of the intake above the injectors . I imagne there is one off.
 
A few new things: I started my car up today, and initially it did nothing but idle at about 1500RPMs, but then after starting it several times (I was trying to figure out why I had a leaky injector, turns out one of the orange upper o-rings was torn) it started doing it again. I've also noticed now that it sounds as if something in the transmission is getting tossed around or something, which is really odd, because the car has been in neutral the entire time. Any ideas?
 
I replaced the ISC and the idle seemed to have gone down. I will start it, and it will be at 2k rpms for about a second, then drop down to 1k. The only issue I have now is that when it is up at around 2k rpms, I can hear a somewhat metallic grinding sound from the transmission.
