Won't fire with 98GST harness in a 99GSX + mystery plug

My 99 harness is all hacked up so I can't follow where the wires went but this mystery plug has red and blue wires just like the CAS has and on the car-side of the plug the wires run into the fusebox harness.

Any idea what this is? I'm assuming it has something to do with my timing being off since it shares the wire colors for the CAS. I've checked other 2Gs (96-98) and can't find it. it must be new to the 99s.

Is the blue actually a blue with red stripe? If so, I think it's for the Evap emission ventilation solenoid which on some FWD 2g is under the battery (on others it's near gas tank) - while on some AWD 2g is under LF headlight (on others it's under battery). Very confusing - they moved the evap canister around and it follows it. To be sure check if there is continuity on blue w/red stripe wire to ECU pin 55. (Note: Doug99RS may know more.)
