My little brother is going to buy a 97 Talon TSi AWD, which runs great and has no check engine lights on, from Pa and we live in NJ. The problem with this car is that the ECU will not communicate with the inspection computer to pass Pa state inspection. However, the car was taken to a local Mitsubishi dealer in NJ, where they hooked up the laptop to the ECU, and were able to communicate to the ECU and all lights were in the ready status. They saw no problems with the car functionally or with communication errors between the car and the laptop. When the car was brought back to Pa and put back on the car dealer's inspection machine, it still refused to communicate. The dealer uses this in his repair station to do 20-30 cars per month and claims that the machine is fine. What could be the possible problems with this car, or ECU? Could it possibly be an error on the part of his machine? Something not programmed correctly in the ECU? Any input is greatly appreciated. We have 2 days to decide whether or not we will buy the car as is. By the way the specs on the car are as follows: bone stock with 83k miles.
 
Two Problems: the dealer doesn't do inspections and won't, and the car is a decent haul away and the car dealer will not let me take it to an inspection station in NJ to get it checked out.
