Help boost bleeding off cant figure out why

Im working on a friends car. We just installed a tubular manifold and aeromotive FPR. Thats when the problem started. The car has the following mods. FP green, greddy FMIC, O2 dump , 3" exhaust. and a profec II. We have changed the boost controller to my manual one and it hits 16 then bleeds right back to 11. We have tried 3 different boost controllers. same results. None of these boost problems started until we installed the DNP tubular manifold. Any ideas would be greatly appreciated.

And yes we have done a boost leak test.

Just run a line from boost source to wastegate and see what happens. You might have something wrong with the wastegate
 
Does it do this with the Profec or only with the MBC? If only with the MBC check the routing. Is it tee'd into the BOV line?

Pre-turbo exhaust leak?

Did you use soapy water during the boost leak test?
 
He is talking about my car. I thought we had it fixed by slightly bending the arm, ended up doing the same. I don't want to put too much pressure on it and it looks like a big pain in the ass to remove. And suggestions on a quick fix?
 
When I got a bigger exhaust housing, I had to take my wastegate off of the turbo and mount it using only 1 hole to get the rod to clear the housing.
