Compressor surge question

My BOV seems to be working fine and it is set at a low setting (the adjustment screw is almost out). When I am on boost and step on the clutch or fully release the throttle I hear the BOV go off and no surge, but when I let off the throttle partially (enough that I am still on boost, but just at a lower boost) I hear what sounds like compressor surge. Is it normal to have a little compressor surge when you don't fully let off the throttle under boost?

Do a boost leak check on the boV hose and BOV. If you have your boost controller tied into the BOV line, remove it and reinstall on a different boost source (compressor housing, compressor elbow, ect.).

Boost leak test is good. Boost controller hooked up between J-pipe nipple and wastegate. Boost gauge tap is off of the FPS.

Took the BOV off today and am able to push up on it to open. Replaced the hose from the intake manifold to the BOV and it is still doing the same thing. Any ideas on what can be causing this? It seems like the BOV doesn't want to open. FYI: I have a Greddy RS BOV
