I plan to get dsmlink when I drop my car off to have everything built and installed and whatever and my question is will I need a laptop for dsmlink? If I do not have one would I still be able to run dsmlink properly?

No, you'll need a laptop for DSMlink. DSMlink isn't a very demanding program. You should be able to snag a $150-200 laptop that will do the job just fine.

If I don't have one at the moment will the guys that tune my car be able to hook up and save settings for me to be able to drive the car untill I can ge tone?

If the shop you're taking it to has DSMlink, then yes they should be able to.
