head rebuild need help on timing!

When i was about to take off my timing belt, i noticed that the old timing marks he made didnt seem to match up. i wasnt sure if the last owner accounted for it. it seems like the cam mark for the exhaust cam is a little off, like it isnt pointing straight up. should i just straighted that off or just set it as it was before. it had a burnt valve that i have to replace. just doing timing, seals, gaskets while im at it. here are some pics. any help would be great!! thanks

just got this a few weeks ago. works been a little slow, but i got everything removed from the head. the two bolts in the back were a pita...

oh, and btw, its a 1990 eagle talon tsi awd

It looks as though if you were to have the cam dowels pointing straight up that the timing marks would line up, but I would go through and make sure that the timing is set up as it is supposed to be.
When I first did a timing belt assembly I printed out this write up and took it out to the garage with me for reference.

If the crankshaft spocket is at TDC your exhaust cam needs to be 1 more tooth CCW. Place a ruler between the center of the camshaft bolts. The marks on the outer edges of the cam spockets should line up next to each other at the ruler edge.
 
yeah, its a TDC as shown, so when i go to redue it, should i match it up so that the to marks added to the rim of the cam line up?
