A wastegate is a device that opens once a certain intake pressure is reached to maintain this pressure (it gets rid of extra exhaust gases).

A Blow off valve is designed to open once intake vacuum is reached in order to prevent compressor surge (air hitting the compressor wheel going in the other direction)

While it is true, a bov is not a necessity for the car to run (especially on an auto) it greatly increases compressor life (among other things)

In short, get a BOV, think about it, even shep runs a BOV
 
A wastegate is designed to let your turbo constantly spin and flow without constantly spooling.

A BOV is a safety measure to keep from shortening the life of your compressor wheel. And some people just have them because they think they sound cool.

Shep does not run a bov on his new set up only reason being is that hes running a 42r that has anti-surge ports on it which allow for air to escape out of the inlet before it gets pushed back against the compressor causing compressor surge.

Eh, you may be right. I know AMS runs 2 tials on their evo(s)

I was thinking of Sheps T4 setup I believe. On his website, it does say Tial BOVs, though I see none.

any type of bypass valve (BOV, DIVERTER, etc) is mostly meant for two things. First being to prevent compressor surge, which on these stupidly high rpm turbos, is a good thing to stop from happening. Secondly, it assists in keeping the turbo spooled up as compressor surge slows the wheel down, so in a sense, it reduces lag as well.

But you dont need one to make the car run. Diesels dont as they dont produce vacuum so they cannot have a signal line. The ones that exist are aftermarket, expensive and electronically controlled. They usually have anti-surge type turbochargers to remedy this.
