I just waned to know if a turbo has a frozen compressor wheel, does it need to be rebuilt or is there a way to unfreeze it? It was on a car that has been sitting for ~5 years so it probably worked that last time it was used and has just sized since then. I have already searched and did not find anything.

It is probably shot. Moisture has most likely got into it and rusted it. You can disassemble it and see how bad it is but it's most likely not worth it. What kind of turbo?

Yup. As Adam said, throw it away (or see if some dummy will buy it from you off of Ebay). Just get yourself a 16G or larger. No need to waste time, money and effort trying to rebuild a turbo from the early 90s.
 
see if the wheel is goudging the inside of the exhaust housing...that would cause the wheel to "freeze" and not move...and that also means that its done with...get a new turbo.
