Anyone know how to remove those two zinc coated chrome bolts that clamp the assembly to the steering shaft.

It not not a hex bolt, its a round headed bolt .

You can usually chase them out with a center punch. Or, Dremel a slot in them that'll hold a screwdriver. They're just screws that have a head that snaps off when installed.
I presume you've lost the key, and can't turn the cylinder to take it out?
