Ok Ill try and explain it.

Its really not that confusing, o2 housing bolts to the turbo. The o2 housing is first flanged for the external gate, then there is a dump tube for that that is either re-routed in the exhaust or is ran next to the exhaust or some where else. The o2 housing also connects to the downpipe like normal. Just take your stock o2 housing, and think of it with a gate bolted on.

well the o2 housing im looking is really weird. it bolts to the turbo, then theres 2 pipes that come off that flange to the external wastegate. and that was confusing to me. ill post the link here:http://cgi.ebay.com/ebaymotors/DSM-...005QQitemZ150061714168QQrdZ1QQsspagenameZWDVW

i was just confused as to why the dump isnt flanged, because it looks like it uses a coupler. but im not sure. any help would be greatly appreciated.
 
With that o2 housing the wastegate gasses get sent back into the exhaust stream. The wastegate just bolts inbetween the two square flanges. That o2 housing will require a custom downpipe. I think the flange you are talking about is the one at the end of the o2 housing. That is called a vband flange. You would need to get a vband flange welded onto your existing downpipe to make it work.
