When I put about 15 psi of air into the system, my Greddy types bov started to leak. Now i have the screw set very lightly, But my question is, if it is taking 15 psi to open it, if im only running 12psi, will this ccause compressor surge cause it wont open all the way. Also will it help the bov open at a lower boost level if I connect the lower port on the BOV to a boost source.

No, if it opens at 15 pounds during a boost leak test then that is the pressure that the BOV is pushed open and will no longer hold boost. It will still open fine at 12 pounds once you get off the gas with the vacuum line hooked up.
