New SB stroker kit, no start

I just put in a new SB stage 3 stroker kit . I put everything back, and cranked it for 15 sec without the MPI fuse. Double checked everything and try to start the motor with the fuse in. I have the downpipe of for the moment and i can hear the popping.
Things i've done:

-New power cable to the starter
-New battery
-Used a spare starter i had laying around (slow crank at first, so i thought)
-Other ecu, coilpack, transistor, cas (from a working car)


For the hell of it, i retorqued the main caps and turned the crank by hand (with and without plugs in). I checked for spark (firing order), fuel pressure (whinebro works injectors click when i try to start), new gasoline, and even a new mpi 30a fuse. Its a jdm car so no clutch switch.

Here's the kicker: without the MPI fuse it cranks normally, but once i put the fuse back in, the motor hesitates to crank after a couple revs. I pulled the new plugs which were soaked in fuel, so i cleaned them and put them back in. Still no start. Any idea on what could be the problem? I'm going to double check the timing belt tomorrow.
 
I know you said you checked it, but it sounds like the firing order. Double check it. Sounds like with the MPI fuse in you are just getting too much fuel and drowning out the motor thus why it only cranks for a minute. Without the MPI fuse the injectors are still firing but not combusting the spark and fuel on the right strokes. Make sure your plug wires are not arching to each other as well.
