I was thinking of getting A 3" downpipe, 3" Test Pipe, then just running a 3" turbo muffler off the test pipe then just run a turn down.
My ?'s are.
Would it cause too little of back pressure and would I lose power?
Or I could run the piping over to the side of the car and dump it for safety reasons.

A turn down or a side dump would work pretty well. On a turbocharged vehicle less backpressure is better. Less restriction at the turbine means quicker spool, and more power.

I'd recommend at least routing it to the side of the car. My first car had an exhaust that just ended right underneath where the middle console was, and I smelled the fumes a lot and got light headed a couple times after sitting still for a little while.

i wouldn't suggest dumping it right there. When my buddy and i built the exhaust for my car his dad told me about a couple of his buddies that put headers on his car and they took it out that night, ended up the header collector flanges were leaking and the fumes made the driver pass out, which led to an accident. I believe the driver died and the passenger had some minor injuries. But this was a carbeurated muscle car.

so i wouldn't suggest dump the exhaust under the body, especially right around the cabin.
