I am in the middle of instaling my new fuel pump on my 2g tsi and i cant figure out how the stupid big rubber gasket on the top of the tank goes back in!!! Some one help me out

Does the gasket slide over the top of the lip on the tank or does the gasket sit on the inside of the tank?
