Fans won't turn on

So today I noticed that my fans aren't turning on at all. The coolant temp gauge whenever at a light would climb towards the "H" side of the gauge. While moving, the needle would sit in the middle of the gauge(thats about where it should be right?). The drivers side fan won't turn on even with the a/c on. I replaced the passenger's side fan because it looked to have grenaded itself. Yet still no fans spinning. They are both plugged in. I read in the manual that there is a relay box but I don't know where that is. And it also mentions testing with fused jumper wires...what are these? Please help me cool off in this florida heat!
 
The relays for the fans are located in the fusebox under the hood. To test the fan motors, you need to run (jumper) wires directly from the battery to the connector terminals specified in the test procedure. It is best to have a fuse inline with these wires to protect the motors from overcurrent. The connectors are located very close to the fans themselves, just trace the wires coming from the motors.
 
Where exactly are the fan motors? On the plastic housing right? I'm pretty sure they are fine, since I switched one fan out with another I had on a parts car. Would one dead motor make the other not work as well?
 
yea, I'm gonna call that question my noob question of the day...LOL. Just so ya know, The reason I replaced the passenger side fan was because it fell off the motor because the center part of chewed to hell and a blade was broken. Yes, the fans weren't working before this.
 
So I just need 1 wire for + and one for -? ANd at first connecting to 1 and 2, then 3 and 4? I can just use some spare length of wire I have for this right?

EDIT: I went ahead and tested to see if it was the relay by swapping it out with the headlamp relay and sure enough the radiator fan works. The AC fan did a half ass spin and then came to a hault so I think its motor is dead. Will do the test once it cools off a little bit :)
