Question

Low Idle Please Help!

This is what ive Checked

ISC=34omhs on all coils
Tps: 4.6v
Coils: 13.7ohms
Cam timing: Good, I read something on checking the crank timing but not sure how.
Fuel injectors: 3ohms
Fuel Pressure: 43psi
Altenator:14v
-Spark plugs and wires are not that old. But i did find a wire that was arcing on my fuel line. Fixed with Electrical Tape.
-Boost leak test checks good.

When i let the motor cool down it idled fine until i rev the motor. It red lines at 4,000. It has a wired wining nosie. The turbo only has a couple of miles on it.

Any Ideas?????

Also the turbo checks out good. I think it has to be somting electrical......

Could be a bug in the ecu. I have had two eclipse do the exact same thing it would stick right at 4k and wouldnt go down unless I put it in gear. Honestly I could never figure it out but my car still drove fine.
