Thats a picture of the tokico rear shock where they bolt up and as you can see its offset and one side has a longer protruding surface than the other.

Which side should be facing the outer side of the vehicle ?

It's not really an offset, it's just where that one has settled itself to with time and wear. If you can tell which way it came off you should probably put it back that way, but it won't really matter. There's enough rubber there to take up some wander.

Im sure this is the same as on a 1G. On a 1G, the side with the longer sleeve is facing the wheel. The 17mm (?) bolt with washer is inserted through the back and rests against the smaller sleeve side. This isnt a life and death matter, but if you dont wanna do it half ass and do it right, then thats how its done on a 1G and Im sure its the same for 2G's.
