What causes loose steering?

The steering on my 95 AWD talon seems to be loose. When I hit the brakes it seems like the car wants steer on its own and it shakes until i get slowed down. I know its not the rotors, Ive had warped rotors and its not grabbing at all. It also seems to be following lines in the road really bad. Could this be the tie rods? It feels like the tire aren't staying aligned with each other all the time.

I went on a road trip in lake powell, utah, i was going like 100 through some twisties and when i would hit the brakes the car would shudder horribly, when i got home i replaced the rotors, disk pads, and brake shoes, it fixed it. The loose steering is from the tie rod ends, the bushings could be worn, or they are just loose.

It could also be the bushings that hold the steering rack. Sometimes they deteriorate and the rack moves around.
