Reducing the rate and damping should smooth things out some. The biggest thing with most inexpensive coilovers is, WAY too much high speed compression damping and the adjusters only control low speed damping. Welcome to the world of budget suspension.

Since the "wheel rates" (think leverage on the spring) are different from 2 to 1g's the rates don't compare directly. Also, preload doesn't change spring rate or damping, its really more for balancing the corner weights.
