I recall reading/hearing at some previous date that the '98-99 AWD DSM's (Talon/Eclipse) had an improved front suspension design consisting of Short-Long A-Arm front suspension as opposed to the MacPherson struts used on all DSM's prior. I'm finally looking for an AWD 2G to play with so I'd like to have my facts straight. Can somebody verify the Short-Long A-Arm production years or verify that this is correct?

All 2Gs have SALA front suspension. What you may have heard is some rumors about the lower LCAs on 95s. What is definite is that one bushing is flipped on late 96s+ and that the car turns right better with it right-side up.
