Wanted to know the off settings for the 99 GSX, please let me know, if you get this message thanks guys/gal

IF memory serves, standard offset for GSX Rims (17") was 46mm

depends on if you are talking stock or you are going to 18's.

ricktsu is right. If you are going with any other wheel size besides 17x6.5 the offset on the wheels to fit would pprobably be different

Whatever the deal the usual working range of offsets is between +38 - +46mm offset. You want to try to stay as close to the original as possible. Again, it would be a good idea to look at the dsm.org Wheel FAQ

They have a fitment guide for all sizes of rims that fit the 99 GSX with offsets on a chart

The fitmint guide does not have 18inch, would 18's rub ?

Depends....

you can run 18x8 with approx +40mm offset with 225/40 or 235/40 tire without rubbing.....

If your car is lowered more than 1.5 inches, you might have to play with the camber. but you should be ok.
