Ok I have a 95 gst and Im going to put a 97-98 talon front bumper on my car. I figure its my best choice, being as though I like the stocker more than any aftermarket, its cheaper, its big enough for a standard front mount, itll fit very nicely(no gaps like aftermarket kits). My only problem is Im going for road handling so Im in the market to put a little downforce. Ive seen front spoilers around for the later year eclipses but what abotu the talon? Thanks

Make an air dam to block the airflow under the car, this will cause a low pressure area under your car creating negative lift. Any aero mods will only be effective at high rates of speed, but I am a firm advocate of the benefits of an air dam. Look at my gallery.
 
All i find is literally Lips for the frotn bumper that dont go under the car at all , or the nice ones that do actually go back and are only for the 97-99 :(
 
I flattened out the bottom of the front end using plywood. The air can get quite unstable underneath our vehicles.
 
To answer the actual, original question: I have looked, but have never seen an off-the-shelf air-dam for a 97+ Talon front fascia. So, my suggestion is to go to Lowes and get some garden edger and be creative.

I have a 95, but I got your point, Lawn edger seems to be the common answer, anyone got the best suggestion on how far back to go and how close to the wheels etc? Any thoughts on attachment? I saw the talon that MachV.com had on their main page for a while used lawn edging and rivets etc.. But THere wasnt any pictures of the underneath to show how far back etc.. If it had one picture of underneath Id be set by now haha, also not sure exactly what to use for materials but I think im going to have to try, as stated by one of the guys above, the air underneath the car can get rather bothersome at 115+ especially
 
There's a difference between a dam and having a flat bottom. The dam restricts the amount of air that can flow under the car, so you have less air going in, but the same capacity to let it out, ie lower pressure. The one on machv just had what you could see. If you did both though, then you would get the benefits of both. Those benefits being less air going under due to the damn and smoother flow due to the flat panelling.
 
If you do seal the underside of the engine bay, just make sure the plate has lots of louvers and/or you have a large extraction vent in the hood. Otherwise, you will overheat in a few minutes.

If you do create a lawn-edger airdam, do everyone a huge favor: before you install it, take the car up to X MPH with a vacuum/pressure gauge hooked up to measure what's happening under the hood. Chhose a good spot, such as right under the turbo inlet. Then repeat this test at the same speed after you have installed the airdam. It would be very, very useful to have actual data on the effects of a front airdam. You'd be doing us all a great favor. Put another way: we'd owe you one.
