im going to be putting in an ACT 2600 clutch and i was just wondering if i HAVE to get a new flywheel?

You dont need a new flywheel, unless it is cracked or otherwise damaged. However, I would take it to a machinist and have the Flywheel Step height inspected.

(Taken from RRE Website):

'.608" to .610" is ideal for DSM performance clutches. Up to .613" will work. Do not try to use anything shallower than .608" Stock is .612".'
