Looking in the block through freeze plug. Noticed they are between each cylinder.

If you want to know what freeze plugs are for, they are there so that if water freezes in your block it will push out a plug instead of cracking the block. They don't always work though.

It is most likely a cast mark? I've never bothered looking inside the passages to see anything odd so kudos to you

Wrong.. they are really CORE plugs, not freeze plugs. The term "freeze plug" is a wives tail, A block will crack before a core plug pops out.

Those are points in the block to get the sand casting out of the water jacket from when it was poured.

My best guess for those tabs are alignment points from the casting process of the engine block, most blocks are not cast as one piece, but in several componates and fused together.

Almost looks like sheet metal that goes through each cylinder. Maybe used for the fusion points ...
