Should I replace the water pump/oil pump?

Well I just bought a 95 GS-T from a friend that had it previously and the motor went down not sure of the problem yet. It had been sitting for around a year and a half or so and I was wondering what I should replace. He did a rebuild like not too long before the motor went down maybe a couple thousand miles. So I'm going to bring it to a machine shop to look at it and see what is salvagable and what needs to be replaced. Should I change the water pump and oil pump? I'm trying to save as much money as possible to go toward the turbo setup but want to do everything right. I mean the camshaft has a little surface rust on them but not very much. I was planning on soaking them in synthetic oil and seeing if that helps since the motor was drained from the car and for some reason he let it sit with just a towel over the valve cover with it off.

shouldn't need to replace the oil or water pump unless the car was overheating I'd just do the basic like all oil timing belt. and if you said that the motor's been drained and sat for a year there is prob a lot of rust that you don't know about idk if i'd trust that.

I was going to go ahead and do the timing belt and was planning on getting all of the motor machined and looked at by a machine shop to let me know what is good and what should be replaced. I'm hoping the rods and pistons are good because it was supposed to be an Eagle and Wiesco Forged combo.
