winding noise from short block

I just finished assembling my 7 bolt short block and when I turn the rotating assembly it makes a weird winding noise(not a compression noise). The rotating assembly turns freely and the arp mains where torque down to 65# as arp suggested. Im just worried that my torque wrench might be off and I over torqued the girdle? Sorry Im paranoid and just wanted to see what you all think.

First off. Were the main bores line honed after the arp's were installed? The noise may be the unseated rings in the scuffed up cylinders, i'd need some audio to tell for sure.
