somewhat general head gasket question

I recently had my head gasket replaced along with a lot of other things (valve springs, timing belt, water pump, ask and ill continue) and after i got it back, the car is waaaay louder. The turbo doesn't quite pull as hard, although I'm not too sure if it still pulls as hard but since it's so much louder it should be doing more or it truly isn't pulling as hard. Also, on a cold start, the engine turns over fine but it doesn't want to fire. Every third attempt at a start, it will jump to 2000 rpms for a second, then die. If I push the gas when it bounces up like this and keep it running, after 2 minutes or so, it will just drop down to idle and stay. It was mentioned to me that this may just be a clogged fuel filter since after it's running, the car still runs. So that rules out the alternator right? I think that can be fixed easily enough, especially since the place I had it worked on said that if it was something they "fixed," they would now re-fix it for free. The starting doesn't bother me nearly as much as it getting suddenly louder. It sounds almost ricey now. Why would having the head gasket and other internals worked on make my exhaust sound this way? Doesn't make any sense at the moment but I'm sure someone knows. Any help is appreciated.
