I am rebuilding my 1990 plymouth laser rs turbo and in the process of tearing it down. I took off the timing belt cover and see the front cover with the timing belt. How do I go about removing all of this. Do I have to worry about messing up the timing? I am going to get a new belt this one is just terrible and probably some new cams. So when I take all of this off do I have to worry about the timing?

Ummmm...if you take off the timing belt, chances are you are going to have to retime all the gears upon re-assembly. If you didn't know this, I do not recommend you go any further until you have thoroughly read the shop manual or at least a haynes or another brand of manual. If you screw up your cam timing you can destroy your engine.
