90 tsi awd problem 40mph max

got a 90 tsi awd, engine sounds like it's revving to 5000rpm but only registers 2000 on the tach..when i go for a drive, it won't go past 2500rpm and 40 mph...i have it floored. could it be a bad cas?
recently installed a rebuilt head and replaced the ecu with a 90 ecu with new caps...any help would be greatly appreciated. someone told me to change out the cas...could that be the problem?
 
new timiing belt was just installed...

changed coil pak

have to check cam angle sensor, maybe installed 180 degrees off.

checking vacuum lines next
 
CAS isnt like a distributor cap. it does have adjustments, but not 180 degrees.
 
I believe it is still possible to install the CAS "backwards" resulting in it being 180 degrees off.

Did you install a 90 ECU in a 93 DSM? Im not positive but that could be a problem, I know there are some minor ECU differences in the 90 and 91-94 but maybe they can be enough to screw you up like that.

EDIT: I just saw your post said a 90, but your profile thing says 93. Nevermind.
 
Pins should be up. You are right that it can be installed upside down, but i didn't really think of that because I would hope that whoever is working on their car has more sense than that.
 
i had that problem a couple months ago, this may sound stupid but check all your piping and connections to your intercooler, i am running 28 psi and when i floored it going down the street it popped the lower intercooler piping off of the turbo and i couldnt go past 40 mph
