boost problems

ever since about 2 weeks after i bought my car with 70k miles on it, the turbo has felt like its pulling weaker and weaker. it now makes a loud noise when spooling, kinda high pitched noise, when im topping out my RPMs. and when i say the pull is weak i mean even for a t25 u at least feel a little extra pull i feel almost nothing. I just installed a boost gauge and im reading a perfect 20 vaccum, and when full boosting im at 12. which are good readings... but it says 12PSI i can assure you its not pulling that much, I have the boost gauge tapped into my fuel pressure solonoid, could that mean there is a boost leak past the FPS which is why im not reading lower boost?

I feel like im pulling like 5 PSI, my friend got a stock GSX and i raced him from a light, he beat me by a car length and i didnt mess up shifting or launching, hes stock i got UICP, BOV, ACT2100 clutch, catback.... it doesnt make sense i have to have some massive boost problem. any ideas?
 
first thing, get a boost leak tester and test your system...
