Bad turbo or Profec B?

I got a 19C junior with a greddy profec b controller in it. I noticed that my controller, when i turn it up still doesn't adjust like it should...is my stepping motor bad or maybe my wastegate is leakign and staying open? When i hit like 7 psi (right b4 fuel cut) the turbo is loud as ####, like its pushing harder than 7 psi...im thinking maybe the WG is staying open and im killing the turbo cause somethings broken...like im pushing twice as hard to get half as much? Does this make sense? is my profec bad or my turbo?? Cause my 19C has like 2k miles on it, and i had a turbo problem before i noticed....i put the 19C in because the T-25 would no longer boost past 10 psi...the guy said i had a cracked turbo housing yet there was not a damn thing wrong with it.....

please someone help. i dont wanna put my injectors and S-AFC II in next week and boost the thing hard and blow a rod or something cause the WG is malfunctioning or something...anyone got a way i can check my WG flapper to see if its staying open?

it sounds more like to me maybe you should check out the pressure line going to your boost guage.
 
boost gauge is completely fine, i checked it. I had some problem one night and my T25 would go over 10 psi. I know it was something cause over 13 psi my shitty hosing on my HKS SSQV would pop off from the pressure. After the problem, the valve no longer would pop off from pressure. and now I get fuel cut at about 7-8 psi on my 19C clipped and ported Extreme turbo. Any techies have any clue what could be wrong???
