Porting the wastegate passage/swapping flappers

I am experiencing heavy duty boost creep with my BigT28Killer. Does anybody from California know the going rate to port the turbo - including the wastegate passage and swapping to a bigger wastegate flapper would be? I've emailed Road Race and they said that swapping to a bigger wastegate flapper is not possible on a Garrett turbo. Is there any truth behind this - do I still have any hope that my boost creep can be eliminated? Also, I have been quoted that porting the wastegate passage and switching to a larger flapper alone will cost me $150-300 dollars. This seems a bit high and sounds like a rip off, I need some advice. Any positive advice will help. Thanks.
 
I did not think that the BigT28Killer was a garrett turbo.. Or, it may well be, but doesn't it have a Mitsubishi turbine housing?

Is the turbo on or off the car?

Do you have any pictures of it?

I know that I personally do wastegate porting for 50 dollars, and I willl install a bigger flapper for 50 more dollars. You can probably find someone local who will do it for the same price, if not, PM me.
