Boost drops 2-3psi all the time

I was looking thru the forum I cant seem to find any help for this...

I have a 1991 Galant VR-4 my problem is boost goes to 14psi but then drops to 11 and stays at 11psi all the time. When I shift to 4th it goes up to 15 the drops to 13 then slowly back to 11. Any Ideas on this.....

I beleive 11 is exactly where it is spposed to be at when stock. Boost spike occurs when there is a lot of restriction against the wastegate which causes boost to rise slightly(sometimes too much) and then usually falls back to what the normal setting is once exhaust starts to flow more (hotter). If you car is stock, it happens, don't get mad just upgrade...less restrictions always help solve this problem.
