Is there a way to find out how much boost your BOV will hold?

I've got a Greddy Type-S and I want to set it at the softest setting possible without boost leak. I probably won't go over 22lbs so I want to set it at it's softest setting that will hold 22lbs. I thought I heard of some way of seeing how much boost a BOV will hold at a certain setting (without actually doing WOT runs). Anyone know?

By the way I'm doing this because I keep hearing some fluttering indicating "compressor surge" during low rpm shifting.
 
If you do a intake leak test you can here the BOV leaking just look at what psi that is.

Well you have to pump it up to the boost pressure you want to run and see if the BOV is leaking.
