wastegate not working???

when my boost builds,it wont stop building until I take my foot off the throttle.My MBC is set all the way down, and I dont think I have boost creep, because doesn't boost creep, stop at your set boost, and then creep up? so I was wondering if my wastegate was not opening at all, I know I could check this with a simple pressure tester, but I currently dont have access to ons, so I thought I should ask you guys first.

By set all the way down, do you mean it's screwed all the way in? Some controllers have to be screwed out to decrease boost. Like the Hallman.

its a turbo XS MBC, and it is fully screwed the direction that says ( BOOST -) opossed to ( BOOST +) so the boost is turned all the way down.

Run a line straight from the boost source to the wastegate actuator, with no MBC, tees, valves, or anything in it. This will tell you if the wastegate is working properly, and what your minimum boost level is.
