bolt out on t25? pics

i was lookin around....just inspecting my engine since it was a really nice day..and i saw this...is it normal? is the ring supposed to be cracked, or just stop where it did? and is the bolt supposed to be out as far as it is? i dont think it is..could this be doing any harm?

its not cracked, its 2 pieces, just tighten up the bolt.

the ring is shaped like that

its weird that bolt came out that far, maybe the threads are stripped

just tighten it back up. new turbo? what the fuck? not from that
